General

1. The State of Israel is constantly under threats. These threats focus mainly on the home front, as could be clearly seen during the 2006 Lebanon War.
2. Over the years an emergency-response system has been established on a national level (including the Israel security forces—IDF and Home Front Command—and the Emergency Economy System and Israel Police) and in municipalities.
3. Emergencies, in general, can be caused by enemy assaults, terrorist attacks (attacks against infrastructures, intentional water poisoning), or alternatively due to damage to infrastructures as a result of natural disasters (such as earthquakes) or due to technical malfunctions. Hence, we need to be prepared and have the ability to manage emergency scenarios at times of peace and upon the declaration of emergency situations.
4. Municipalities/organizations play a leading role in emergency responses at times of peace and war due to their constant contact with the population and with national and local emergency forces.
5. We offer municipalities/organizations an opportunity to enhance their readiness for various emergencies.
6. Municipal emergency responses are performed pursuant to formal regulations based on the Master File on Municipal Emergency Response issued by the National Command of the Emergency Economy System and distributed by municipalities, the IDF/Home Front Command, and the Ministry of the Interior.
    

Training Programs

1. Examining current readiness for emergencies in municipalities/organizations.
2. Updating/enhancing/preparing an integrative emergency-management plan.
3. Delivering training programs for teams within organizations according to their responsibilities in emergencies and the pursuant to the integrative plan.
4. Conducting 'war game' simulations to examine responses to different emergencies.
5. Conducting a field exercise that includes the deployment of emergency forces in response to specific scenarios.
